IPTA has identified key federal priorities to help Iowa continue modernizing its aging fleet and strengthening transit service across all 99 counties.


Following the recent $77 million awarded through the Bus and Bus Facilities Program, IPTA is focused on sustaining federal investment and ensuring rural, urban, and regional systems can access the resources they need.


Top Federal Legislative Priorities include:


  • Fully fund FY2026 reauthorization levels for core transit programs, including Bus and Bus Facilities and Low/No‑Emission grants.
  • Maintain current discretionary funding ratios in Sections 5339(b) and (c) so small‑urban, rural, and tribal systems remain competitive for fleet and facility grants.
  • Support alternative fuel options like biodiesel to expand low‑emission opportunities that align with Iowa’s economy and fuel availability.
  • Increase Section 5339(a) formula funds from $4 million to $8 million per state to better meet rural fleet replacement and facility needs.
